Of particular interest is this excerpt that reveals some  details that says in clear terms that the drive at that time to build new prisons may be unnecessary.  The Bureau of Justice listed us as "one of the ten states having the highest increase in prison population..."

The prison population was increasing much faster than the crime rate.  Could this be the results of government manipulations of the numbers of persons sent to prison?  Either something went terribly wrong, or the situation was created intentionally in order to justify expansions of the prison industrial complex.  We have already ascertained that there were plans going into effect to make the prisons profitable for the prisoncrats, by exploiting inmate labor. 

More warehouses equals room for more slaves, which equals more profit.   With that idea in mind, this concept isn't really so surprising after all.

All of the usual causations, it says here, could not account for the population phenomenon---so then, What is causing such high incarceration rates in Oregon?  One look at the MCSO booking logs would confirm how the "stacking" effect works.  It's common in Oregon to see some poor soul with as many as 100 separate identity theft charges (one charge per unused, un-filled out check...), and some 'attempt to' charges.

The gulag morphs into a corporate, for-profit State entity!  And if you follow the paper trail you will find that many of the documents facilitate prison expansion with new legislation, 'enhanced sentencing, .

Note:  Since we began publishing this piece, the Governor's office has been doing and "audit" of this particular group of files, meaning that we can't get access to those records until their office is "done" with them.  I'm told that they do this periodically, to check that the contents conform to their rules for public information.
