Harold Lloyd Hayes
Birth date: Oct/21/1963
Ht: 5' 7" Wt: approx. 150 lbs
Hair: Dark Blond, usually short cut (often wears a mustache) Eyes: Blue/hazel
AKA: "Lippy", "Harry", "Howard", "Howie" or other variations of Harold, or last names of his acquaintances or girl friends.

History: Harold Lloyd Hayes Jr. sold a kilo of cocaine to an undercover officer in Washington County...His step-father got 17 years in prison, Hayes got...5 years probation. The only reason he did any time at all is because of a probation violation, when he ripped off the Burger King he managed and absconded to Reno NV.

(Multnomah County Case No. 000836780) In January 2000, Hayes was stopped on suspicion of identity theft and computer crimes, and searched by the Feds. About 1/2 oz of meth was found on him. Hayes has admitted to being offered a "deal" to help prosecute his ex-girlfriend in exchange for that new meth bust disappearing without prosecution. That bust does not show up in Hayes' criminal record, but he did end up with a conviction for computer crimes, etc...

Before his victim was even celled in at the justice center, Hayes had already broken into his victim's room and broken into the safe, stealing thousands of dollars worth of jewelry, gold coins and other items. Hayes' only question when the victim called collect from jail was "Why wasn't there any money in the safe?".

Hayes continued to return and break into the house, and into the room and steal other valuables worth thousands of dollars. The owner of the house, in order to make Harold stop breaking in and stealing things, had to trespass him from the property, forbidding him to return. According to the property owner, Harold had been stealing from him also. Harold has a brother Marvin Hayes, and Harold has used his brother's name on several occasions, as well as Rick Hartzell, Vernon Lambert jr., Harold Robinson and Harold Robison. Hayes profited plenty, both from what he had stolen, and a sweet sentencing deal. For info about his girl friend who actually initiated the bust with a phone call to police (see Antonia Harmon-Byars) Harold was still seen in downtown St. Johns as recently as October 2007.

As is usually the case, police usually wait until after the "target" is sentenced before they go after the informants. Snitching really only postpones the inevitable, In this case it was less than 90 days later, the very same day his victim was sentenced to 36 months in prison, that they collected their informant also.

UPDATE 4-13-08---- We were contacted by Marvin, Harold's brother: "Referring to your article about Harold Hayes, I am his brother Marvin, and I’m here to tell you he is a no good s.o.b and can’t be trusted, But as far as getting me all caught up in his issues, I don't appreciate it. My brother is an idiot, which all of his family has disowned..... As far as me, I moved to VA. to get away from a "dead brother " so I would not get caught up in his world, but never did I tell on my brother, if you look in public records all my police incidents are just traffic. ....I got a new house, new truck and the best part of it all is I can say I have worked for it all legally."

After a fresh look from a different perspective, there seems to be no documented evidence available to substantially support the information that Marvin had told on his brother, nothing more than Harold's word (which isn't worth shit) and the account of unassociated outsiders who knew of the ongoing feud, but may have been speaking on third-hand information. Antonia Harmon-Byars
Ht: about 5' 9" Wt: about 200 pounds
Hair: Long nearly black, she looks and is "Hispanic"

Antonia has two daughters, has lived in the 178th and Division area in a large apartment complex, and has been the girlfriend of convenience for Harold Hayes since some time in late 1999 or early 2000.

(Multnomah County Case No. 000836780 officer's notes) On February 28, 2000, Harold's last known girlfriend, Antonia Harmon, AKA Antonia Byars, contacted PPB from a Texaco gas/convenience store payphone about a person who had an active warrant, according to the officer's notes that were entered into the official report. The arrest was made a short time later. 7 police officers ran up a flight of stairs directly above Harold Haye's head, which he claims he didn't hear. After arresting officers were done and out of the way, Harold busied himself with breaking into the victim's room and stealing what valuables he could--- thanks to Sgt. Doug Justus, who apparently pays his informants by leaving the area completely unsecured and all valuables within easy grasp once everyone departs the area.
